Project 30: Complex double precision

Complex double precision has been included in Fortran 90 in another,
more general, manner.

Complex double paper. 

Reid reported that this had been finalized following Brown's checking
it and commenting. It has been sent to Meissner for submission to X3J3
and FOR-WORD.

Novosibirsk 1979:
=================

Reid reported that the complex double precision paper had been
modified slightly after being checked by Brown. It has been sent to
Meissner (for X3J3 and FOR-WORD). Smith said that it was not
sympathetically received by X3J3 because it does not fit well with
their thoughts on a general precision facility. It was agreed that for
the sake of portability now it should be published. Ford suggested
SIGNUM, IMA Bulletin, IMA Newsletter.
